Description
Estrella Mountain Ranch in the Phoenix metropolitan area is a development started by Charles Keating. Shortly after the project was started, keating became infamous for his involvement in the savings and loan scandal of the late 1980s. This infrared shot was taken in Estrella Mountain Ranch shortly after construction began, circa 1988 or 1989.
